HIỆU QUẢ CỦA DỰ ÁN “ĐIỂM TRÌNH DIỄN RẠN SAN HÔ VÀ THẢM CỎ BIỂN PHÚ QUỐC” ĐƯỢC DUY TRÌ VÀ PHÁT TRIỂN

Dự án “Điểm trình diễn rạn san hô và thảm cỏ biển Phú Quốc” được UNEP - Chương trình Môi trường Liên hiệp quốc, và GEF - Quỹ Môi trường toàn cầu tài trợ 365.000 USD thực hiện trong 3 năm từ 4/2005 đến 8/2008 do Sở Tài nguyên và Môi trường chủ trì thực hiện. Sau 3 năm, trở lại đánh giá sự cam kết của địa phương khi dự án kết thúc, Chuyên gia cao cấp của GEF, TS.Aaron Zazueta cùng với PGS.TS.Võ Sĩ Tuấn (Viện phó Viện Hải dương học Nha Trang) đánh giá cao hiệu quả dự án mang lại và được duy trì phát triển tiếp tục:
(1) Tất cả những hoạt động kỹ thuật vẫn tiếp tục và phát triển mới với kinh phí đầu tư từ ngân sách địa phương, một phần hỗ trợ từ các tổ chức nước ngoài và một phần từ thu dịch vụ nhằm duy trì hệ thống quan trắc hệ sinh thái san hô (473,9 ha, với 260 loài, gồm 252 loài san hô cứng và 8 loài san hô mềm) và cỏ biển (10.063 ha, với 9 loài) hoạt động định kỳ 1 lần/năm. Các cơ sở dữ liệu GIS về san hô và cỏ biển vùng Phú Quốc được bảo quản và cập nhật bởi các chuyên gia Viện Hải dương học Nha Trang. Duy tu và thả mới các phao phân vùng ở rạn san hô (coral reef) Quần đảo An Thới và dự án đóng cọc ngăn cản tàu thuyền không vào thảm cỏ biển (seagrass bed) từ Hàm Ninh đến Đá Chồng - Học tập từ mô hình Điểm trình diễn cỏ biển Kampot (Campuchia). Thành lập 3 đội tình nguyện cộng đồng tuần tra, thu gom rác trên biển, bảo vệ môi trường và hướng dẫn du khách lặn ngắm san hô và câu cá trên rạn.
(2) Thông qua 3 cuộc họp chung; hướng dẫn kỹ thuật giám sát cỏ biển và GIS cho điểm Kampot; tổ chức tham quan học tập qua lại giữa 2 điểm trình diễn: mối quan hệ tình cảm, ban đầu là giữa các nhà khoa học và các nhà quản lý 2 điểm trình diễn thắt chặt hơn, tiếp đến là giữa các nhà lãnh đạo chính quyền 2 tỉnh Kiên Giang và Kampot càng ngày càng sâu sắc hơn. Thông qua khoa học, hiểu nhau về chính trị. Vì vậy, thời gian tới, 2 tỉnh sẽ thực hiện cam kết đã ký về điều tra liên vùng cỏ biển, một hệ sinh thái quan trọng, nơi ở, sinh sản của trên 60% loài thủy sản, đặc biệt là nơi cư trú của Dugong dugon (bò biển; cá cúi, mỹ nhân ngư;…) một động vật biển quý, hiếm trong danh sách đỏ thế giới. Thường đi-về giữa thảm cỏ biển Phú Quốc và Kampot từ tháng 11 đến tháng 01 năm sau. Bên cạnh đó, các Điểm trình diễn Koh Chang (Thái Lan) và Bolinao-Masiloc (Philippines) khi đến tham quan đã đánh giá cao kết quả thu được của Điểm trình diễn Phú Quốc.
(3) Một kết quả đặc sắc của dự án này là cơ sở thiết lập một Khu bảo tồn biển Phú Quốc (Phuquoc MPA), một Khu bảo tồn biển duy nhất được thành lập bằng ngân sách địa phương. Từ ngày có Khu bảo tồn biển, tiếp tục các hoạt động nâng cao năng lực quản lý cho cán bộ, cho các nhà ra chính sách của địa phương; nâng cao nhận thức cho người dân về bảo vệ môi trường, về bảo tồn tài nguyên thiên nhiên,… Từ đó, các cấp như UBND tỉnh Kiên Giang và UBND huyện Phú Quốc đã ban hành những văn bản quan tâm hơn, quản lý tốt hơn san hô và cỏ biển không chỉ Phú Quốc mà còn cả tỉnh Kiên Giang.
(4) Hoạt động thay đổi sinh kế cho người dân nhằm có nghề nghiệp thích hợp để không còn dựa quá nhiều vào thảm cỏ biển hay rạn san hô khai thác phá hủy, cạn kiệt nguồn lợi tài nguyên này, tuy nhiên đến nay vẫn chưa có kết quả khả quan hay mô hình cụ thể. Khu bảo tồn biển Phú Quốc cần sự hỗ trợ về kinh phí và trợ giúp về kinh nghiệm để có giúp người dân trong vùng nhanh chóng có nghề nghiệp thích hợp, khai thác bền vững tài nguyên dựa trên kiến thức bản địa./.

THE EFFICIENCY OF PROJECT “THE DEMONSTRATION SITE FOR CORAL REEF AND SEAGRASS BED IN PHU QUOC ISLAND” MAINTAINED AND DEVELOPED

The project of “The demonstration site for coral reef and seagrass bed in Phu Quoc Island” financially assisted by the United Nations Environment Program (UNEP) and the Global Environment Facility (GEF) amounting to 365,000 USD carried out in three years from April, 2005 to August, 2008 by Department of Natural Resource and Environment in Kien Giang province. After three years when the project ended, assessed back by Dr. Aaron Zazueta together with the Assistant Professor Dr. Vo Si Tuan (Deputy Director of the Oceanography Institute of Nha Trang) highly appreciated the project efficiency brought about and maintained continuously.
(1) All technical activities still continue and develop newly with investment budgets from local autholities, partly supported from foreign organizations and partly from service collection in order to maintain the monitoring of the coral reef ecosystem (473.9 ha with 260 species including 252 hard coral species and 8 soft ones) and seagrass bed ecosystem (10,063 ha with 9 species) that periodically run once a year. GIS database concerning coral and seagrass in Phu Quoc areas, they were still maintained and updated by specialists of the Oceanography Institute of Nha Trang. Maintaining and releasing new zoning buoys in coral reefs in the An Thoi archipelago and the project of staking the ciment poles to prevent ships/boats from entering seagrass beds from Ham Ninh to Da Chong learnt from the demonstration site for seagrass in Kampot (Cambodia). Establishing 3 volunteer groups of community to patrol, collect the waste and protect the environment as well as guide tourists watching coral and fishing on reefs.
(2) Via three joint meetings, directing the technical supervision seagrass and GIS for Kampot site, we held the study tours back and forth between two demonstration sites expressing the friendly relationship, first between scientists and managers of two demonstration sites closer and closer, next between leaders of two provinces Kien Giang and Kampot deeper and deeper. Through science understanding about politics, in the future, two provinces will execute the commitments signed on surveying joint areas of seagrass, an important ecological area, where 60% fish species, especially it is the living place of Dugong dugon (Sea cow, Mermaid,…) a precious and rare sea animal in the world red book. Normally going and coming back and forth between seagrass beds Phu Quoc and Kampot from November to January the next year. In addition, demonstration sites such as Koh Chang (Thailand) and Bolinao-Masiloc (Philippines) when visiting highly appreciated the collected results of the demonstration site of Phu Quoc.
(3) An outstanding result of this project was the basis for establishing a marine protection area of Phu Quoc (Phuquoc MPA), an only MPA established with the local budget. From having MPA, we continued activities increasing the managing capability for the staff, the policy-makers of the locality, also increasing the awareness of local people about environment protection, natural resources protection. Since then, levels as the people committee of Kien Giang province and the people committee of Phu Quoc district promulgated more interested documents, more well-managing corals and seagrass not only Phu Quoc but also the whole province of Kien Giang.
(4) Activities to change the livelihoods for the local people aiming at not leaning too much seagrass beds or coral reefs destroyed by exploiting, exhausting these natural resources, however up to date there is no favorable result or concrete model. The Phuquoc MPA needs financial support and help experiences for local people to have suitable jobs, exploiting in a sustainable nature resources based on native knowledge./.
